Ukraine Expands Foreign Currency Purchase Limits
Abstract:Ukraine's central bank announces major currency liberalization, raising limits on foreign exchange purchases and hryvnia cash withdrawals to boost investor confidence.

Ukraine's central bank has implemented its most extensive currency liberalization measures since February 2022 in a move designed to support business and investor confidence. The policy shift significantly increases the allowances for purchasing foreign exchange and withdrawing cash from Ukrainian bank accounts. For macro traders monitoring emerging market capital flows, the move signals a calculated effort to normalize financial conditions despite ongoing geopolitical pressures.
Higher Limits for Foreign Exchange and Withdrawals
The National Bank of Ukraine announced a fourfold increase in the monthly allowance for purchasing non-cash foreign currency, bank metals, and foreign securities, raising the limit from 50,000 to 200,000. Additionally, the daily cap for cash withdrawals from accounts both within Ukraine and internationally has been doubled to 200,000 hryvnias.
Regulators also raised the monthly transaction limit for payment cards denominated in hryvnias to 200,000 hryvnias. The central bank stated that this package of eased restrictions is intended to expand financial options for citizens domestically while facilitating account access for Ukrainians living abroad.
Market Stability and FX Reserve Outlook
Despite the expanded access to foreign exchange, the central bank maintains that the liberalization will not pose risks to the stability of the domestic currency market. Policymakers noted that the decision was based on current market conditions and a careful analysis of the specific measures.
The central bank factored these regulatory changes into its updated macroeconomic outlook. According to its projections, Ukraine's international reserves are expected to expand to nearly $70 billion by 2026.
The easing of foreign currency constraints reflects an adjustment in Ukraines approach to capital controls. By allowing higher volumes of foreign exchange purchases and hryvnia transactions, policymakers are taking measurable steps toward improving domestic market liquidity and facilitating smoother cross-border financial operations.
