Abstract:European leaders are working to repair Ukraine’s damaged relationship with the United States. Britain and France are leading a group of nations to create a plan to end the war with Russia. They hope to gain support from U.S. President Donald Trump, who has been hesitant about continued involvement.

The diplomatic effort took place in London, where British Prime Minister Keir Starmer brought together key European leaders. Their goal was to support Ukrainian President Volodymyr Zelensky after his tense meeting with Trump. While they stood firmly behind Ukraine, they also hoped for a resolution between Zelensky and Trump. Europe remains unwilling to risk its long-standing alliance with the U.S.
Starmer described this moment as a turning point in history. He stressed that Europe must take on more responsibility but recognised that peace efforts would need U.S. backing. Despite Trumps frustration with Zelensky, Starmer believed the U.S. president still wanted a lasting peace between Ukraine and Russia.
Details of the European-led plan are still unclear. However, Starmer suggested it could serve as a foundation for convincing the U.S. to offer security guarantees to Ukraine. Britain and France have already committed to providing troops for a potential peacekeeping mission. They are also working to gain more support from other European nations. Starmer expressed confidence that Europes united front could persuade the U.S. to stay engaged.
The need for this effort became more urgent after Trumps unexpected approach to Russian President Vladimir Putin. Ukraine and Europe were left out of those discussions, and Trump has not promised to prevent further Russian aggression.

The dispute between Trump and Zelensky has made things more difficult. The two leaders clashed during their Oval Office meeting, straining relations. Starmer spoke with both men after the disagreement and tried to ease tensions. He suggested Zelensky return to the White House for another discussion, but both sides chose to wait until emotions settled.
Despite these challenges, European leaders showed strong support for Zelensky in London. French President Emmanuel Macron, German Chancellor Olaf Scholz, Italian Prime Minister Giorgia Meloni, and Canadian Prime Minister Justin Trudeau all reaffirmed their commitment to Ukraine. After the summit, Zelensky met with King Charles III, highlighting Britains ongoing support.
Still, European leaders know they must keep the U.S. involved. Analysts say Starmer is pursuing two strategies. First, he is helping Ukraine and Europe create a strong security plan. Second, he is preparing for a scenario where the U.S. reduces its support. To strengthen Europes defence, Starmer is urging other countries to increase military spending. Several NATO members have already pledged to do so.
Britain has taken direct action by lending Ukraine £2.26 billion for military equipment. It has also offered £1.6 billion in financing to help Ukraine buy advanced air defence systems. Meanwhile, European Commission President Ursula von der Leyen has promised further economic and military aid. She said the goal is to make Ukraine so well-defended that no potential aggressor would dare attack.
The war has pushed Starmer into a key diplomatic role. Britain, which distanced itself from the European Union after Brexit, is now deepening its cooperation with Europe. Starmers recent meeting with Trump boosted his credibility as a leader on the international stage.
However, Starmer has not yet secured clear security guarantees from Trump. The U.S. president is expected to review his Ukraine policy with top advisers soon. Some reports suggest he may consider reducing or stopping military aid. If that happens, Europe will need to take on an even larger role.
For Starmer, this crisis is also a chance to bring Britain closer to Europe. While he has been cautious about closer economic ties, strengthening defence cooperation could be an important step. However, experts warn that success abroad may not help him politically unless he can also improve Britains struggling economy.
Europes push to support Ukraine reflects a changing security landscape. Many now believe they can no longer rely on Russia being cooperative or the U.S. being consistently supportive. While some fear that divisions in the West could weaken the response to Russian aggression, others believe recent events will push European nations to work more closely together.
Despite concerns about the U.S. commitment, Starmer remains hopeful that the transatlantic alliance will hold. As European leaders push forward with their security plan, their ability to keep the U.S. engaged will be crucial for Ukraines future—and the stability of the Western alliance.
